Only the price excluding VAT is charted: the VAT rate on heat has changed three times, so a series including VAT would show tax changes as price changes.

Final heat prices charged to consumers are given in ct/kWh, without taking into account any established reliefs and/or subsidies.

A heating-expense compensation exists for low-income households: about 408,000 residents applied for it for the 2025/2026 heating season. The published price is therefore not what every household pays.

VAT on district heating has been 21 % since 1 January 2026; before that it was 9 %, and a 0 % rate applied during the 2022/23 and 2023/24 heating seasons. Prices including VAT are therefore not comparable across years, and the chart shows the price excluding VAT.
